In California – a panel of judges rule that prop 209 is constitutional and can be enforced to eliminate affirmative action. A lower court judge had blocked the imitative after the November elections.

No Line-Item veto for the President - A federal judge strikes down as unconstitutional, a new law giving presidents – for the first time in history – power to veto individual parts of spending or tax bills approved by Congress.  Later, President Clinton vowed to challenge the ruling, declaring, “We ought to give the Supreme Court a chance to have their say on it.”

In Washington - President Clinton and Israeli Prime Minister Benjamin Netanyahu trade ideas but did not reach agreement on how to restart the stalled Middle East talks.

 In Sarajevo – Pope John Paul II completes his healing mission and challenges the survivors of Sarajevo to turn their bomb-shattered city into a multiethnic model of tolerance and reconciliation.

Floodwaters continue to rise in Fargo as the Red River broadens into a giant lake.

Procter & Gamble Co said that it would acquire Tambrands and its Tampax tampon brand for $1.85 billion.

Wal-mart Stores Inc. is limiting each customer’s purchase of cold, allergy and diet medications containing chemicals used to make the drug. Wal-mart says the medications contain chemicals used to make methamphetamine.

Sears says it will repay customers who were told to keep paying off their Sears credit cars, even though they had filed for bankruptcy.
